Mystic Spear LLC, is a Service-Disabled Veteran Owned Business dedicated to providing short- and long-term Advisory and Assistance Services to all levels of government leveraging our deep rolodex of available retired experts in a plethora of disciplines.  Our founders, saw a need for a different kind of company founded on principles of openness, honesty, courage, Intensity, resilience, and integrity. 

Mystic Spear is not about any one contract; we are all about service before self, complete transparency, and honesty, both internally and externally, with our clients and partners. We strive every day to always have the courage to do everything with excellence. Our culture is based on the simple concept that everything we do is better when its done as a team, and as individuals our contribution to the team gets better when we incorporate both outside and self-criticism.

George McAllister
CEO, Owner & Founder

Mr. George McAllister is the Chief Executive Officer, Owner and Founder of Mystic Spear LLC, a Service-Disabled Veteran Owned Business. After 22 years on Active Duty and another 20 in various government/contractor positions, we saw a need for a different kind of company founded on principles of openness, honesty, and integrity.

Mr. McAllister served in United States Air Force (USAF) for over 22 years. He was a USAF Special Operator for 12 years with many distinctions which cannot be published herein and then transitioned to Counter Terrorism/ Force Protection. His background in Nuclear, Biological, and Chemical Weapons along with High Yield Explosives/Explosive Ordnance Disposal led to several high-level assignments and numerous joint operations.

Mr. McAllister also held many distinguished positions post military in government/contracting roles serving in a number if high visibility advisory/program manager roles for scientific and research and development programs:

  • Defense Advanced Research Projects Agency, Counter Remote Improvised Explosive Device Detection. Role: Advisor and Technology Evaluator.

  • U.S. Navy Space and Naval Warfare Center. Role: Program Manager for multiple classified (TS/SAP) RDT&E contracts.

  • Joint UXO Center of Excellence. Role: Advisor on Electromagnetic Detection and Hazards of Electromagnetic Radiation to Ordnance (HERO).

  • U.S. Navy Space and Naval Warfare Center. Role: Program Manager for the Critical Information Protection Center. This center developed advanced logic models based on 63 terrorist scenarios developed by Mr. McAllister’s team.

  • United States Special Operations Command (USSOCOM). Role: Program Manager for several classified Network and Satellite RDT&E programs.

  • Naval Surface Warfare Center Crane Indiana, Center for Ballistics Excellence. Role: Senior Advisor on Ordnance and Ballistics.

Mr. McAllister holds a Bachelor of Science in Workforce Education from Southern Illinois University and a Master of Arts in Management and Leadership from Webster University. Mr. McAllister is also a graduate of the University of Maryland Fire Academy, having served in the Fork District Fire Department specializing in high-risk rescue operations and wild-land firefighting. 

Andre’a D. Kiewert
Program Manager

Andre’a Kiewert serves as Mystic Spear Program Manager.  She was a Diesel Division General Motors (DDGM) Field Service Representative at the Light Armored Vehicle (LAV) Test Directorate in Twentynine Palms, California for 3+ years, collecting and analyzing data during continuous field missions.  When the US Army was tasked to support the Saudi Arabian National Guard (OPM SANG) in fielding the entire suite of LAV variants, Andre’a lived nearly 5 years in Riyadh, KSA.   Working directly with the US Army as a GS civilian, she was responsible to build train-the-trainer packages for each variant of LAV, peculiar to its mission role.  Upon return to the United States, in Quantico, Virginia at Marine Corps Systems Command (MARCORSYSCOM), during the height of Operation Enduring Freedom, she worked as a Program Analyst under L3 Contract to grow a team of Engineers of 6 to 30.  This team was assigned to rapidly field a variety of Counter-IED (CREW) hardware suites of over $110M per year, and Ms. Kiewert was integral to writing and submitting all necessary documentation to Secretary of the Navy for CREW to become a Program of Record.  She continued work as a Program Analyst on US Navy contract for the Explosive Ordnance Division (NAV-EOD) over 7 years, integrating CREW systems to a variety of platforms, fielding millions of dollars worth of CREW weapons funded directly by congress through the Joint Improvised Explosive Device Defeat Organization (JIEDDO).  At troop draw-down, CREW weapons were returned to the US and JIEDDO closed.  Ms. Kiewert was then assigned for over 4 years to United States Special Operations Command (USSOCOM) Chimera project in Program Management.  Chimera was engineered as a system to leverage cyber security algorithms, artificial intelligence and machine learning to deliver critical and accurate intelligence packages to the Special Operations Forces in their field of operation.  Most recently, Andre’a served 2 years as Program Manager at a small Engineering Firm assigned to build an Automated Acquisitions Platform funded by USSOCOM Small Business Innovative Research (SBIR) office. 

John (Pat) Daugherty
COO

John (Pat) Daugherty is the Chief Operating Officer of Mystic Spear and is responsible for Operations. Mr. Daugherty is retired from the US Air Force, last duty station Joint Special Operations Command (JSOC) Fayetteville NC at the 66 Air Operations Squadron. In 21 years in the Air Force with 14 years in Special Operations, including Special Operations Low Level (SOL II) and Special Mission Unit (SMU) JSOC.

Mr. Daugherty has worked for large corporations and managed programs and projects at the highest levels, including:

  • Program Manager and Subject Matter Expert (SME) for Red Cell accelerator at the Critical Infrastructure Protection Center (CIPC), SPAWAR Charleston, SC.

  • Program Manager for JSOC and US Army Special Operations Command (USASOC) Lesson Learned Program.

  • Program Manager and Supervisor for the Department of Homeland Security (DHS), Federal Protective Services (FPS) Training Program.

Timothy Brown
CFO

Mr. Brown is the Chief Financial Officer of Mystic Spear. Mr. Brown’s expertise is derived from 28 years in business operations, finance and accounting, analysis, business development, program management, quality assurance, production, and executive management for various multimillion and billion-dollar military and contractor-supported programs.

 He began as a financial analyst for the Navy Area Theater Ballistic Missile Defense (TBMD) program under the Ballistic Missile Defense Organization (BMDO) and was responsible for reconciling over $300M in all types of appropriations and in account for $1.5B in five and seven-year Navy appropriations.

 Mr. Brown moved on to manager and eventually director of business operations for Navy In-Service Submarine Programs, Perot Systems Government Services.  Reporting directly to the sector vice president, he oversaw financial management of the $30M annual revenue sector with three main submarine programs.  Later, he was the program manager for the $392M Seaport omnibus contract, a role that gave him oversight of over 35 subcontractors, all customer reporting, program reviews, and financial and operational management.  Mr. Brown provided quarterly projections internally to the comptroller and vice president of finance for corporate reporting to the Securities and Exchange Commission. 

He then took a position as director of finance and accounting for Engineering Systems Solutions a $30M service-disabled veteran-owned small business handling all end-of-year budget processes, directing external audit activities, and compiling critical information for the CFO and COO.  Mr. Brown developed all estimates to complete, conducted account flux analysis to identify variances to budget, developed and maintained depreciation and amortization schedules, and oversaw the development of all business process improvement policies, procedures, and charts (ISO 9001/2002).

After ESS, Mr. Brown was the senior director of business operations for the Mission Solutions division of Concurrent Technologies Corporation (CTC).  He was responsible for oversight of financial and operational management of a $110M annual revenue executive group.  He supervised all customer-related reporting and program reviews.  He provided recommendations to the vice presidents (missions and capabilities) on all aspects of business analysis, and oversaw all cost estimating for the division.  Mr. Brown was considered a strategic lead for all large-dollar company competitive bids prior to transferring as General Manager and eventually Vice President to EVC, CTC’s for-profit affiliate.

Most recently, Mr. Brown was the Vice President and COO for Enterprise Ventures Corporation, CTC’s for profit affiliate.  He had oversight and involvement in the corporate strategy, development of the five-year business plan, policy and procedure oversight, business development, operational management, and profit and loss responsibility for the $30M company.
